Black Owned Businesses Deserve Access to Government Contracts
Illinois has failed Black and African American owned businesses by failing to provide them access to state contracts. For too long, they have been denied a fair share of state contracts and revenue. Legislation has been filed to ensure Black and African-American owned businesses have the chance to compete for state contracts.
Forty Percent of State Contracts For Minority Owned Businesses
This legislation establishes a goal of 40% of state contracts and associated revenue be awarded to minority owned businesses.
Twenty Percent of State Contracts for Black and African American Owned Businesses
This legislation establishes a goal of 20% of all state contracts and associated revenue be awarded to Black and/or African American owned businesses
Eliminate the Good Faith Waiver
This legislation eliminates the “good faith waiver” companies awarded state contracts will no longer be able to seek good faith waivers for failing to meet their goals.
Claw Back
This legislation establishes that a company which does not meet its contracting goals must return the funds allocated for, but not awarded to, minority contractors. Companies that do meet their state contracting goals for Black and African-American owned businesses must return funds not properly allocated.
Transparency
This legislation increases transparency to more easily identify whether the state and companies that receive government contracts meet their goals.
